Why should I apply for a CSQ

Another question,
My gf will come from Vietnam when/if she receives her visa. The flights from Vietnam usually pass through Tokyo then Toronto or Vancouver, and we apply for Quebec. Technically, she will land in Toronto or Vancouver, not Quebec, so do we really need a CSQ?

Since her final destination is Quebec and this would have been stated on her PR application, she will NOT be issued a visa without the CSQ.

How about if I specify the arrival province as BC or Ontario?

As long as you live in Quebec and are sponsoring her as a spouse, she needs a CSQ. Moving to another province is the only way around getting a CSQ.
