Why my parents’ eligibility changed to in process again

Hello Everyone, I applied trv for my parents online on 6 Mar, it is so weird that their eligibility status changes from reviewing to in process, it seems like not a good sign. The timeline is below.

Submitted online: Mar 6
Received Biometric Letter: 8 Mar
Finished Biometric Collection: 11 Mar
Review of Eligibility: Changed to “We are reviewing whether you meet the eligibility or not” on 12 Mar
Background Check: 7 Mar
Eligibility Status Changed Again: Shows “Your application is in process” on 25 Mar

Anyone knows what happened? Thanks
