Why is there a 3 month BFD after the file transfer?

I read somewhere that any new files received by an overseas VO get a 3 month BFD put on them. What's the purpose of this and are they still doing this? Do they do any work at all on the file during those 3 months (e.g. eligibility or background checks)?

Well can't be correct for starters (for all VO's anyway) as you will see cases of people getting decision made within 3 months of transfer
