why CPC-O is slow in issuing Passport requests?

there are only a FEW PPR in the last 3-4 months. Many applicants finished their medicals and waiting for PPR.
can any one guess why CPC-O is keeping the applicants in waiting even after the receipt of the medicals?

Because their background check has not been finished yet. Sometime it takes some time to get clearance because of applicants complicated biography , or requests maid by embassy are slow to get answered (in your home country).
