If Canada is able to accept immigrants and give them citizenships. Why can't they offer jobs for freshers. If they bring such rules it would be betterment for many candidates

But not for the betterment of Canadian citizens/PRS needing jobs. Canada protects its labour market.
It's already been there. Canada has job openings at its consulates/embassies. Look at your local listings.
