Assuming you are less than 35 years old, I think your FSW score would be 66/100, without including your spouse education or IELTS scores (because you did not include those in your original post), which would deem you ineligible.

IELTS: 4+4+5+5 = 18
Bachelors: 21
Work Exp.: 15
Age: 12
Total: 66

You mentioned your IELTS exam date as - 17-APR-2017

But IELTS results are only valid for 2 years., so your IELTS results would not be valid by now. Would you not have an issue?
They might not have pointed anything out when you filled the profile.. but they could say your results are invalid after they start verifying/processing your documents (once you submit your application after getting the ITA).

But what about the pnp?
Most PNPs are through Express Entry. You need to research which province you can apply directly to with low IELTS scores. For example, Sask may be an option if you have enough SINP points with a Masters to even be eligible.
