I assume I am eligible but it showed "ineligible" every time after I submitted.

Here is my profile:
3 years' overseas working experience
less than 1 y's Canadian working experience
CLB 9
undergraduate study overseas
2 academic years' graduate study in Canada (I spend 4 terms finishing, 1.5 didn't work in the form, so I put 2 years)
single, 27

I really want to know whether I need to get ECA done first before I submit the form?
 
you need to pass the 67 point in FSW to be eligible. Quite possible your ECA is not done so they are not giving you points in FSW

Yes, the ECA is mandatory because you are not eligible (yet) for the CEC program, and it is required for FSW applicants if they do not have a degree from Canada. (You state 2 years of graduate study, but you do not state that you earned a master's degree...?)

Yes. I do have master's degree here which I use to count into score. Plus, I calculated my score and I got 70 out of 100. So does ECA really matters?

Then, no, an ECA is not required.

Can you provide more details of your foreign work experience? Dates of employment, job title, NOC...
 
For sure. My foreign working experience falls into NOC 4021 (language instructor), and I worked at two language schools---the first one: 8 months, the 2nd one: 2 years and 5 months. My current job is 4033 (education consultant), and I have been working here for 4 months. Hope you can help me to figure out my confusion.

I suspect you put 4033 as your primary occupation. But you need at least 1 year of full-time experience in your primary occupation. This is why your profile is ineligible, because the minimum criteria is always assessed against what you select as your primary occupation.

Put 4021 as your primary occupation and try again.
Ok, I will try again and let you know. But can I revise if it is eligible?
 
ECA is also definitely required before creating EE profile along with satisfying other requirements. You need to say yes for educational evaluation during the process of EE profile creation else it will be ineligible.

The masters degree was awarded through a Canadian university? I didn't think you needed an ECA for Canadian degrees..
