Who should sign reference letter?

I received my reference letter from my company, but it has the signature of the General Manager alone. Is it ok for EE? Or else should have the signature of my immediate reporting Manager?

If it is on company letterhead and it has company contact number then contact number of signing authority is not required. But having it there is a plus.

It hardly makes any difference as long as the person mentioned in the reference letter can verify your experience if contacted.
