CIC Rejected the Application based on NOC

I submitted my application under CEC category on June 11, 2012 and got AOR in Nov. After almost 9 months, CIC emailed me yesterday about refusal of application.
It states: You have been authorized to work in Canada in as a Quality Assurance Analyst, NOC 2171, a Skill Level A occupation. You are not authorized to work as an Information systems testing technician, NOC 2283, a Skill Level B occupation.
I applied the application under NOC 2283, as it exactly matches my job duties and responsiblities. I provided the letter of reference from employer along with application. I thought duties and responsibilities should match NOC rather than just job title and Work Permit.
It seems, that initial work permit that was issued by CIC was categorized under NOC 2171(Comp Analysts and Consultants). And they might be matching the same with what is defined in application. However two of my colleagues applied under NOC 2283, and they got PR already (however, their WP was also issued with NOC 2171). It happened last year. Seems like my odd luck..
The duties and responsibilities are bit different between NOC 2171 and NOC 2283. And hence i believe they consider it as unauthorized work..
I need some advise from Seniors... What are my options ? I have already quitted this company and came back to India. Should I re-apply under CEC from India or within Canada with NOC 2171 and ask previous employer to issue me a service letter with duties and responsibilities that matches this code.
If I do that, won't CIC come back to me later and refuse my application again, because there will be a discrepancy in duties and responsibilities against last rejected application? Do we need to provide any letter along with the reason?
Please advise.
