While changing DLI, Can I sit idly for 3 months inside Canada?

Hello, I have got the study permit for Winter 2021 intake and will start class in January. However, after the completion of my first semester in April, I would like to change my institute and want to start the new course in September 2021. Now can I change my DLI in the month of May if I have an offer letter for Fall intake? Also, Can I sit idly from the month of May to August?

I would really appreciate any expert's suggestion.
