Hi, does anyone have any experience with the following?

I currently live in Canada for 3 months under a temporary work permit, and intend to apply for PR under category 2 of FSW. I've been a resident in Japan for 4.5 years right before moving to Canada, but was born in a middle-eastern country.

According to CIC guidance I need to submit my initial application to the CIO in Nova-Scotia, but since I do not reside in Canada for a year, I need to request my country's visa office to handle it. As far as I know it is extremely slow.

Did anyone have a similar experience? Any idea whether I can/should request my application to be processed by a Canadian (or Japanese which I assume would be on of the fastest?) Visa office?

Any idea would be greatly appriciated. Thanks!
 
If you submit now, you'll have to go through the visa office for the country of your citizenship. An alternative (if possible) is to wait until you've been in Canada for a year, then you can go through Buffalo :) (Also very slow).
