Which provincial nominee programs are currently accepting new applications?

As the topic title states, which provinces are looking for new applicants (WITHOUT a job offer) in their provincial nominee programs?
If not, when will they start accepting again?
Where can I find comprehensive info about this?

1. QSWP suppose to start on the Jan 18th.

2. OINP accepts applicants with CRS of over 400 (they would send an interest letter to you)

Regarding NSNP, how soon is "soon"?
It ended in December, any potential info about when it might start?

Is it guaranteed to get an interest letter if your CRS is over 400 from OINP? Under CEC or FSW? Any requirements for financing and language score?
