Which path to take? Recommendations appreciated

This is the current situation:

Sponsor: 2.5 years PR in Canada
Applicants: Girlfriend and our 4 year old dependent, both living in Bolivia
(I included my dependent child in my P.R application 3 years ago as non accompanying dep.)

Possible routes to take:
A. Apply from Bolivia as conyugal relationship, wait for its processing time (12 months?). Done deal.
B. Apply from within Canada. Both my girlfriend and dependent have German passports so they could enter Canada as visitors. Get married??. Apply. Open work permit while waiting..

Now my main question with option B is centered towards my dependent. If she comes into Canada, how is she able to go to school? Has anyone gone through a similar situation? She would technically be a visitor.

A. You don't meet the requirements for conjugal sponsorship. Your options are to either get married or to become common law (live together continuously for one year) before you submit the sponsorship application.
B. Yes - you can do that. They will need eTAs to come to Canada.

Oh- just to add - if you can prove that you have submitted an application to sponsor your child, I believe they will be able to attend school.
