Which passport to submit for PPR?

After recieving PPR, if a person has two citizenships. Can they submit any of the two passports? The main one is under renewal, and the other has lots of spare time.

As far as I'm aware it does not matter. One note though, if one of them is a visa waiver country (i.e. only ETA needed to visit), that may be faster and more convenient in future as well.
