Which P.Eng is easier to get, PEO, APEGA or BC?

I am applying for my EIT and PEng as well and I would like to know which of these three provinces have the least strict and easier or guaranteed approval?

No province has guaranteed approval and each has requirements that are comparable to the other because of internal trade agreements meaning that standards have to be close to the same.

(Would you really want an engineering licensing body to have 'guaranteed approval'? "The bridge collapsed! Who was the engineer?" "Oh, it was Joe." "Was he licensed?" "Yes, but it was in a province that had guaranteed approval.")

Can you float EIT applications in two provinces in-parallel. Like you submit one at PEO and other at APEGA? Is this possible?
