Which method for PR Outland of Inland

I have a dilemma. I am about to marry in Dec 2013 in Hong Kong. I want to sponsor my wife to Canada. We are going through the process for the working visa before we decided to marry.

We plan for her to come with me to Canada when i come back in January.

I Wonder if after we marry, we send off the outland PR application in Hong Kong. Is this still considered outland when she will be in canada in January on the working visa?

Yes - it will still be outland. The application type doesn't change if you move.

If you wish to submit an inland application, then you'll have to wait until you're both in Canada and then submit the application using the inland forms and instructions.
