Which Country Specific Instructions?(Part. 3)if not choosing home country office

I'm Canadian, husband is Thai and we are have been lawfully admitted to Mongolia for more than one year. I understand we can choose Singapore my husband's home country processing office or Beijing-the processing office for residents of Mongolia. Question:? Do we follow the Country Specific Instructions (Part 3)for Mongolia or for Thailand if we decide to choose Beijing(processing office for Mongolia) as our processing office?
Secondly, when it says to supply 9 recent photos for each member of your family and yourself. Does that include me (the sponsor) and our daughter who is already a Canadian Citizen??

You follow the country specific instructions for the country you are applying from. For anything that doesn't apply, attach an explanation. I'd also make sure the requirements for Thailand are covered, even if not listed on the instructions for Mongolia, just in case they transfer the file.
You don't need to include immigration photos for anyone who is already a Canadian citizen, so you just need ones for your husband.
