Which college can I apply to if Graduation in India was 8 years ago?

Hello,

I am trying to apply for study permit but most of the colleges don't accept gap of 4 years since graduation. Is there any college or university that accept more than that?

Its for my sister, she finished her study about 8 years ago. She worked right after graduation but she's been housewife for better part of 8 years. So No experience to show.
