which better to choose CPC-OTAWWA or Paris, France as a VO

Please advise me what is the best option to put CPC or Paris, France as a VO.

Based on my nationality I can put Paris, in addition, I'm resident in Canada now as student, So I can put Ottawa too.

Please advise me which one is better, in terms of speed and may be the complexity of processing.
