Try Royal Bank, CIBC, TD, Credit Union, BMO, ScotiaBank, etc

In Scotia Bank there is newcomer card with credit limit of 1000. It can get approved easily. Visit a branc close to you.

RBC Centura in the U.S. is directly affiliated with RBC in Canada.
CIBC does have the "minimum balance of $1000 = fees waived" feature, and so does BMO,
RBC does NOT have this, I have spoken to them many times about it.

I have very good experience with scotia as a new immigrant...Just 1 yr as immigrant, they gave me credit card, car loan and now mortgage.... startright program...check out there website
