Not sure what you are referring to as Visitor records but the link you posted is the one to extend your stay as a visitor if your authorised stay is about to expire
 
I'm already in the country (my PR application is processing) and would like to extend my visitor status, by applying for "Visitor Records". But can't find the application form anywhere...

I'm looking at this one but can't find the "Visitor Records" application package.

You need to apply online, as clearly explained in the "How to Apply" section...

A visitor record is a document that gives you status as a visitor in Canada and allows you to stay longer

I think I found the page. It's form IM 5708 on this site. However I am not able to download it. I select the file and gives me an error message. I updated Adobe reader but doesn't work. hmmm

As above apply online its more efficient the moment you apply you are in implied status pending a decision.

As for understanding visitor records my continuing self isolation obviously starting to affect my brain !
