no, visa specific is to be sent to cio-ns too. together with your initial app. in the form, indicagte london as your local visa office, or the visa office in your home country if you're not a saudi citizen

You have to send your application to CIO later on it will be transfer to london chc but you have send all documents as per CHC LONDON document checklist
