Where to get proof of residency?

Im a Canadian citizen, planning to get married in Japan.

They asked me to provide "Proof of residency in Canada"

Where I can get it?

I mentioned "Driver Licence/ Health Card/ Passport/ Citizenship Card"
they said a paper that proves I live in Canada.

Where can I get it?

I’d think passport and citizenship card prove your citizenship, not residence. Perhaps they want a utility bill. In the states the utility bill is used as proof of residency. I could be wrong, perhaps you should ask them to give you examples of what documents would pass their test.
