Where to apply for BOWP?

We are looking for a way to apply for BOWP, but it's unclear where it's done. We go through the questionnaire, and it gives us the Temporary Resident Visa form outside Canada application (even though we said we are in Canada).

Are you eligible for BOWP? You need a valid work permit and EE AOR (if you are applying through EE).

Yeah, all of that. I guess we are not answering some questions correctly since the system doesn't give us an option to apply for a work permit.

Yes, but that's not where we apply. Those are just instructions.

You should follow the instructions for extending or changing the conditions on your work permit and then select open work permit (see the link the other guy posted), maybe answer the questionnaire based on that

Alright, we found what the error was. In the questionnaire, when they ask "have you been told by IRCC that you are approved in principle for Permanent Residence in Canada", we answered "no". But in fact, the correct answer is "yes". They mean AOR.

Once we did this, we were able to find BOWP application.
