where should send my application

i have applied on 2008-10-25 for federal skilled workers class from Nepal but it is in pending status. now, my status has been increased as a college lecturer. i am interested to withdraw the application and reapply for the same.
ple suggest where should i send my application for withdrawal?
at New Delhi or
centralized intake office Canada
