Where is Study Permit issued? port of entry or the final destination

Hi everyone, I want to enter Canada and study in Nova Scotia, Halifax. But since there is no direct flight to Halifax, I have to enter Montreal first and then with another transit flight reach Halifax. Now I want to know where does the officer give me my Study Permit? at Montreal airport or at Halifax. since checking documents and issuing permit takes time, i want to put enough time between my flights.( from montreal to halifax flight i mean)

Hello , would to like to share your experience receiving work permit at montreal. how much time it took were you able to catch your connecting flight, friend of mine has a layover of 2:30 hr in YUL before connecting to YYZ (final destination)
