Does 90 days seem reasonable enough time to find a job offer for International Students after gradua

The guide to immigrating as a skilled worker suggests that I apply with minimum proof of funds of $9,420. Now, i am a student and my dad pays for my tuition while I cover the rest of my expenses with full time & part time jobs. I don't keep that kind of money in my bank. This requirement can be exempted if I have a job offer. Also, if I don't get a job offer in the 90 days after my graduation date i will have to leave the country.

So do I have to get a job offer & then apply for immigration or can I apply without one?
