My guess is last week of Feb. They will want to give the pool some more time to fill up with high scorers again. All those that don't have LMIA will only have any hope of getting picked once different provincial nominations begin or job bank gets active. Until then no point for CIC to keep fortnightly draws IMO.

CIC mentioned often draws will be made .... There didn't even mentioned specific times like draw will be made every 15 days or 30 days ...

So your theory is that they will just wait for the pool to have say 1000 people with an LMIA or PNP nomination in it, then issue that number of ITAs each time.

Pretty sure they'd have a hard time hitting any sort of immigration targets if that was the case judging by the difficulty in getting LMIAs and the fact PNP is completely out of whack at the moment, with most provinces not even set up for EE.

My point is regular draws will begin only after job bank is active. The whole point of EE was to get skilled immigrants who will benefit the economy. They will focus on those with job offers. Having said that I think they will making getting job offers easier with the help of the job bank.

Getting job offers is one thing, job offers with an LMIA is another...

Yeah, now that stumps me. Either they will relax the LMIA requirement( quite unlikely) or the job offers through job bank will improve our scores but not to the effect of 600.
I think CIC is going to keep calibrating and adjusting the system on the go.
 
First three to four months there should be one draw every month.

Once job match service is up, we can see more than one draw each month.

This is based on cic's plan to hold 15 to 25 draws for the year.
