When to sign up for CAIPS?

Hello all,

Am I right in thinking that I need to get an ID number from CIC before I have my husband (the sponsor/ I am outland) put in the request for CAIPS? This means that CAIPS notes will be available after sponsorship approval?
I would have to give my husband a completed IMM5563B since he as a Canadian has to request the info, right?

Sorry if this is a repetition of things that have been discussed here ad nauseum ...

CAIPS will be available after your file starts processing at the visa office. Follow the instructions here for ordering CAIPS.

I wouldn't bother request CAIPS until a length of time has passed into your part of the process that you really wonder what's going on (at least a few months).
Not sure for the rest of the questions, but I wanted to throw that out there, not to worry about CAIPS for a while.
