When to notify CIC of change of DLI (College)?

I received offer from College A and applied for the study visa.

CIC refused me at first as they made a mistake. I asked them to reconsider and they have granted me the study visa.

However, the enrollment deadline for College A has already passed because of the delay. And I then plan to go to College B.

Question:
1. Do I have to inform CIC on change of DLI (Designated Learning Institution)?
2. If I need to inform CIC of change of the college, when should I do that? BEFORE I enter Canada, or AFTER I enter Canada?
