When to do a name change?

My wife has been a PR since April and would like to change her last name. We are living in Ontario.

We are looking to do a legal name change. Would it be easier to do it now or when she is a citizen of Canada?

It seems like a huge ordeal to have to get the American Passport updated and the PR car updated to reflect her new lastname.

So when is it easier to do the legal name change? Before becoming a citizen or after?

My wife has her maiden name on her Passport and PR card. All other Ontario documents are on my (Husband's ) last name based on our marriage certificate. So, she assumed my name ( do not mix with legal name change).
