when should i apply for jan 2012

hi guys , i have been rejected in reapplication in sep for global business management . going to apply in 2012 , what time is best to apply for this session ?? any one else going to apply in 2012 who recently got refusal in september ??

After 15 days not any response from CHC islamabad.
OLD LOA already expired on 5 september.And i replied my application on 29 August with old Loa.

Can they contact me for extension or new LOA?

hey i got refused for sept 2011 too due to lack of relevant documents...... I had submitted the TT transfer reciept and the offer letter of the college...... I sudve submitted the welcome letter instead..... so am re applying for jan 2012
