When is police clearance and Medical certificate needed

Hi
I am applying PR for my parents and I see the form IMM 5771 ( document checklist) doesn't ask for police clearance and Medical certificate.
So I am curious is this some thing we should still submit in the very beginning or we need to submit when we are requested to do that.
Background: I am a PR and my parents got invitation to apply for PR as part of Parents sponsorship program

If the Medical and PCC were required to be submitted with the application, i think they would be listed on the checklist.
