When does the counting begin regarding the processing time example 17 months

When does the processing time really begin

1) when Mississauga receives your application ???

2) when your visa office receives your application ????

And are both applications submitted to your visa office or just your spouses's ??????

Hello-----I am sponsoring my wife who is in Botswana.. we started counting on the day immigration sent me an email stating I was accepted as a sponsor.....the processing time on cic website states it will take 14 months.....it has been just over 20 months so far ..The timeline on cic website means NOTHING , as far as I'm concerned.
