When does one really score 16 points ???????????????????????

I read some content from a thread about IELTS point scoring system. My big question is ..when does one actually score 16 points?? Is it mandatory to have an AVERAGE score of 8.5 in order to score 16 points? If an applicant has an AVERAGE score of 7.5, are there chances of scoring 16 points?

Please someone calculate my IELTS points for me.

Listening 7.5
Reading 6.5
Writing 8
Speaking 8​

Is there an average mark required in order to actually get 16 points??

L- 7.5 to 9 is 4 points
R/W/S- 6.5 to 9 is 4 pts

No average required. You are graded based on the score of each category according to a table you can find at http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf on page 21. You will get 16 points for the scores you listed.

Leon, I checked the link & on Pg 21, I read this "Note: Visa officers should also assess applications and test reports which pre-date November 28, 2008,
against the above correlation table if it is to the applicants advantage, i.e., resulting in more points
for language proficiency.

The word "Pre" implies applications put in before the said period ( I hope I got it right-correct me if am wrong). Now being a 2007 applicant,I sent out my IELTS as requested in 2009 BUT then I had sat for the IELTS test in APRIL 2007.Then, it said the scores remain valid if an applicant submits an application within the same test year. ( I hope I understood that well too-correct me if am wrong!).

Question: Having scored L7.5 ,R6 ,S8 & W8..Is the VO bound by the bolded note above..to grade me using the new criteria,since I get more points based on it? Is it at the discretion of the VO to use whatever basis "new or old" for the "Pre" cases?

It means what it says. If you have an old application / old IELTS, they are supposed to grade you against the new table if it gives you more points. If you are worried about it and want to make sure that they do, print out that page from the manual, highlight where it says they are supposed to grade you against the new table if it gives you more points and then write a cover letter stating that you realize that being graded according to the old table would give you less points so according to their procedure for IELTS, you request that they grade you according to the new table which would give you 16 points. Paperclip this to your IELTS.
