As the title says, when do you actually become a citizen when doing the virtual ceremony?
Does it happen immediately after the judge congratulates you?
Does it happen when you receive your certificate in mail?
Does it happen when your tracker updates to "completed"?

Right after you pronounce the citizenship oath and are pronounced a Canadian citizen by the judge.
The certificate is just a physical proof of your citizenship status and the tracker a simple administrative tool.

However without the certificate and the IRCC correctly recording the oath you won’t be able to exercise any of the privileges of citizenship such as getting a passport or voting.it’s like citizenship by descent as the child of a Canadian you are entitled to Canadian citizenship but without the certification of citizenship you can be refused entry into Canada it happened to my children in 2020.

Yeah, but OP asked about the status itself, not its privileges that come with you being able to prove it.

Also, thank you for the article you sent.
Very interesting. Poor guy. IRCC can sometimes screw up badly!
