When do 'processing times' begin?

Hi, everyone.

As you may know we have this precessing time table in CIC website.

And I am wondering when the processing time begins?


for example,

buffalo's processing time for the files bewterrn Nov 2008 to June 2010 is 21 Months



My E-Cas says my files was transferred to Buffalo Feb 2010 ------(21Months)----------------> Nov 2011

My full application was received (delievered) to Buffalo office on June 6, 2010 ---------------> Mar 2012

I received my 2nd ARO from buffalo office on Nov 2, 2011 -------------------------------------> Aug 2012


What is my estimated processing time?

The time should start from the date they received your full application in your case its June 6, 2010 so
you should expect everything will finish by Mar 2012 , but that is not true for the following two reasons
-they keep increasing the time
-even if you get your MR today from now till March they can't finish everything.
