when can i submit file in CHC/Embassy for sep. 13 intake?????

i asked the same question and got the reply that...if file is submitted before may..then it will be in pending state and embassy will approve the file in may only.

as told earlier its of no use. on websites also its mentioned that for sept batch apply no earlier than may 1
