Whats the process to apply for a BOWP after receiving AOR?

Hi guys,

Has anyone applied for the BOWP?
Ive tried online but the link breaks all the time.(Ive used internet explorer)
I downloaded the application form but am not quite sure how to proceed with paying fees,mailing application etc
Is it better to do it online or by paper?
