Whats the First step towards PR application

Hi friends,

I have just landed in SK in Aug on my work permit, my wife and kids are on visitor visa. I am software engineer with total 14 yrs of experience. I have also worked in Toronto in 2012 for 9 months. Also hv worked in USA for 13 months in 2009.
I will be grateful if anyone can shed some light on the below queries. I agree they are basic ones but hv created confusion in my mind.
1. Is taking IELTS mandatory as I am already on work permit.
2. Is it the very first step towards applying PR before creating EE Profile.
3. Under which program I hv to apply for EE as my employer might not be willing to arrange an employment for PR.

1. Yes if you havent done so in the past two years.
2. Yes
3. Probably FSW since you do not have 1 yr canadian experience.
