A company in Canada offered me a job offer which I am yet to confirm if its genuine. One of the requirement towards obtaining a work permit is getting a Canadian immigration Entrance Clearance certificate @ fee of 1000 CAD, Is this legit?

No one charges you a fee for processing a WP.
If the company is willing to hire you then they pick up all the cost associated with the process
It’s a fake job offer and a scam... be careful and do not engage

No, it's fake and do not pay anything at all. No Canadian company offering you a job should be asking you to pay anything.

And that thing that they made up - an immigration entrance clearance certificate - is not a real thing and is fake.

If you've paid them anything, you're not getting money back.
