What was the cut-off age for a Dependent Child in 2007???

Currently (in 2012), a Dependent Child could be of any age as long as he/she is financially dependent on his or her parents as a result of being either: continuously enrolled and in attendance as a full-time student in an educational institution since the age of 22 (or since the date of marriage, if married before 22).

As I understand there used to be a cut-off age for a Dependent Child in the past. Would someone be able to confirm what the cut-off age for a Dependent Child was in 2007?

22 or if over 22 continuous studies from before 22. Prior to 2002 it was 19.
