Is your question about attending college or just about a PGWP ?

For a PGWP, you just need to attend a public college on a full time course for 8 months or more.

But I was told that some scholarship can make one not to be eligible.

You aren’t eligible to apply for a PGWP if you:

  • studied in a program that was less than eight months long
  • studied for more than eight months but not continuously (for example, you took a semester off)
  • took part in a Canadian Commonwealth Scholarship Program funded by Global Affairs Canada (GAC)
  • took part in a Government of Canada Awards Program funded by GAC
  • had funding from GAC
  • took part in the Equal Opportunity Scholarship, Canada-Chile
  • took part in the Canada-China Scholars Exchanges Program
  • took part in the Organization of American States Fellowships Program
  • completed a study program by distance learning either from abroad or from within Canada or
  • already had a post-graduation work permit following any other program of study.

Yes - if the scholarship is provided by the school itself, then you can still qualify for a PGWP.

Generally speaking, there are very few scholarships available to international students unless you're studying at the PhD level.

Before, I was only reading if information required, but now I have my own inquiry which couldn't get answer for a while.
There is a new scholarship with a title "Study in Canada" which is provided by Canadian Global Affairs, in the guideline it is not written that recipients obliged return to home country. At Q/A, answered as refer to IRCC, I searched the site weeks but couldn't find concrete answer to my question

I found at address below excluded studies for CEC application and didn't find title of scholarship at the list, but the site updated 2014. I hope IRCC flawless on updating new changes, does it mean that I can apply for PR after studies, I know that PGWP allowed for the scholarship recipients

You need to stop posting the same question over and over again. Post it once and then wait for a reply. Your question is quite specific and it can take time (anywhere from a few hours to a few days) for the right person to see your post and respond.
