To "move" to Canada, she will need to become a Permanent Resident of Canada. Therefore, she will either need to be sponsored under the parents/grandparents sponsorship (assuming that her daughter is already here as a PR - the question did not make this clear), or she will have to immigrate via an economic class, such as Express Entry. Any other options are only temporary, such as a visitor/student/worker.
