What to do if you can't comply with the documents in the rejection letter?

I have a friend who worked in Middle East after lodging his application in 2014.

Unfortunately the email he used can't be retrieved so he missed his letter. My application was a few months after his so I expect he probably got his letter about March or so.

When he called Quebec immigration office, the agent said his application expired.

What to do with that?

Call MIDI and ask them to re-open application. MIDI will most probably ask for an explanation mail via post. If you dig into this forum you will find similar cases. Not sure if closed application were re-opened or not but worth the try.
