i dont think they will proceed without biometrics.. when did u given? or may b its not updated in your profile

They will continue to process your application even if you have not provided biometrics. But -- you will not get the OPR unless your biometrics get cleared.

A friend took 6 months from receiving the BIL to giving it. OPR received after a few days only.
Here's the timeline of a friend who has his study VISA already:

Non SDS (Indonesian applying in Indonesia)
College is in DLI list and COVID readiness plan
September 2020 intake

Application submitted: June 27, 2020
BIL: June 28, 2020
Medical request: July 22, 2020
Biometrics done: December 24, 2020 (Huge delay due to VAC closure)
BVL: December 29, 2020
OPR: December 29, 2020
PoE letter: January 8, 2021
It took about a week after he submitted his passport to receiving it back.

Note: not able to share timelines for medical passed, eligibility start etc because he forgot and didn't check it everyday.

I would have drawn the same conclusion as you after reading that. I guess they're trying to push people to do their biometrics ASAP by promising that processing only starts after. However--that's not the case in my friend's timeline and perhaps others who had their application on hold during early stages of the pandemic and VAC closures.
