Did you even have a LMIA when you applied for the closed work permit?

It seems that a) your employer didn’t follow the rules in the recruitment process or didn’t show that they tried to recruit someone in Canada; b) You didn’t provide LMIA.

Talk to your employer about next steps.
 
Naturalgrl .. i didnt provide the LMIA bec my agent said didnt need a LMIA even my agent didnt tell to my employer.. that ONLY my problem?

You must have an approved LMIA to apply for a closed work permit. The employer pays $1k and files a LMIA to prove no Canadian or PR could be hired, only you. Agent is lying to you. Is this a real job and not a scam? Have you paid any money? What is the job and where.

No i didnt pay, i pay only direct in IRCC online for biometrics and application fee. my agent didnt sure if i need a lmia or not thats why, my agent didnt said also to my employer. But yesterday my employer called me said she will fix it.

Fire your agent. Licensed agent would know that you need LMIA. Employer needs to file LMIA and this will take a few months.

Thats why they reject my application and said this to me
"You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee."

You can reapply once you have an approved LMIA.
