it depends dear. BC has good pnp for two years master degree holders in some particular fields of study.
The Atlantic provinces have a 3 year pilot project in which they r giving pnp to 2 years degree holders who study there.
Quebec gives you pnp if you take your two year course in French. If you take the course in English but improve your French and get intermediate level in French language test you are eligible for pnp even then.
All the above pnp are without any job offer.
Do spare time and have lot of research before taking final decision.
