The only proof of English skills that Canada immigration accepts fully is the IELTS General Training option. If you take IELTS, they have to give you whatever points you get. If you decide to submit other documentation of your English skills, including TOEFL, they can give you whatever points they like. It is not recommended to submit other documentation unless English is your native language.
