Hello everyone
On Tuesday I have recieved a letter from CIC, can you tell me what it means please

This refers to the Application for Permanent Residence you made under the Spouse or
Common-Law Partner in Canada Class.
It has been determined that you meet the eligibility requirements to apply for permanent
residence as a member of the spouse or common-law partner in Canada class.
We are pleased to advise you that processing of your application has been completed. The Canada Immigration Centre in Etobicoke will contact you to arrange an appointment for the finalization of your permanent resident application.


And how long I have to wait for letter from CIC Etobicoke ???

Thats "DM" for inland, guys, congrats! Next step is the landing interview letter. I'm not sure on how long that takes, but I'm guessing it shouldn't be far behind.
 
That means that you've both successfully completed your application process. You'll both need to attend a 'landing' interview, at which time you'll sign your COPR and become a PR. How long it will take really depends on where your doing your landing. Usually only takes a few weeks to get your notification letter with date and time, but some offices, like Etobicoke, have been known to take a few months to get you into their schedule.

What is the interview for? To ask questions about the relationship or something different?

DM is "Decision Made"

The interview is the standard for landing via an inland route. 3 basic questions and you're good to go, nothing of note really.

The Canada Immigration Centre in Etobicoke IRCC will contact you to arrange an appointment for the finalization of your permanent resident application."

Does this mean that we already passed the "scrutinizing the relationship part"? (Does the sponsor even have to attend this appointment for finalization?)

The app is processed. Yes, the sponsor needs to attend as well.
 
But if the process is complete they still can make a interview? So they will make questions about my relationship with my wife?

It's not an interview and I didn't say anything about relationship questions. They will confirm your personal information on the COPR, i.e. name, DOB, nationality etc. They will ask you to confirm that you have no convictions and no dependents other than those declared. That's it.
